Burbank homes get power from Burbank Water and Power (BWP). Permits come from the City of Burbank Building & Safety Division. For a main-panel change:

• BWP Service Planning ((818) 238-3575) checks the utility side and issues a Confirmation of Electric Service before the permit
• A BWP field agent visits twice, to unlock and then relock the meter

Per charge port, per BWP:

• Residential: $200 standard / $500 smart charger, +$750 panel upgrade (max $1,250)
• Disadvantaged-community (DAC): $300 / $600, +$900 panel (max $1,500)
• The panel rebate only comes with a charger rebate; up to two chargers per home
• Costs must be invoiced by a CA-licensed electrician, with a finaled permit

BWP's program FAQ lists eligible costs as hardware and labor for:

• Panels, breakers and meter sockets
• Conduit, wiring, junction boxes, disconnects, switches and fuses
• Trenching, resurfacing and connecting the charger
• Any BWP charges for utility infrastructure needed to serve the charger

Not eligible: costs required by CalGreen for homes permitted after Dec 31, 2012, plus extended warranties and network fees. BWP offers a CalGreen check form if you're unsure.

Often not. BWP notes main-panel upgrades are less common than people expect. After a load calculation we'll recommend one of these:

• A new 240V circuit only
• Load management or a smart charger
• A sub-panel for a garage, ADU or workshop
• A main-panel upgrade, only when the service is truly too small or unsafe

1. We confirm the upgrade is really needed. BWP notes many homes can electrify on even a 100-amp panel
2. We request BWP's meter spot and wait for the Confirmation of Electric Service
3. We pull the Tier 1 electric service upgrade permit
4. A BWP field agent unlocks the meter, and we replace the panel and label every breaker
5. Building & Safety inspects, then BWP relocks the meter
6. You get the finaled permit for your files and any BWP rebate

• Over-the-counter Tier 1 permits: 8:00–11:30 AM and 1:00–3:00 PM, Monday to Friday, at the Community Services Building, 150 N. Third Street
• Inspections are booked through Burbank Online Permits one day ahead
• On inspection day, BWP's guide says to confirm the time between 7:00 and 7:45 AM at 818-238-5220
• Inspection fees are paid with the permit, so no extra fee is due on the day
• The inspector issues "finaled" permit documents, which you attach to your BWP rebate
