Local guide: electrical work in Los Angeles

LADWP + LADBS, in the right order

LADWP owns the meter and the service up to it. LADBS issues the permit and inspects. For a panel upgrade:

  1. Load calculation and plan
  2. Free LADWP meter spot: an ESR visits within 5–15 business days and leaves a sketch the inspector may ask for
  3. LADBS Express Permit (no plan review) via PermitLA
  4. Install, LADBS inspection, then LADWP sign-off and reconnection

Looking for EV charger rebates after the federal tax credit ended? Our Los Angeles guide to EV charger tax credits and rebates still open covers PWP, SCE, LADWP and BWP programs.

LADWP contacts and thresholds

From LADWP's published pages:

  • The online meter-spot form covers single-family homes and ADUs up to 320 amps
  • Panels above a single 225A panel need a Residential Service Planning Information Form
  • Over 320A or new construction: LADWP Connection Center, (213) 367-6937
  • EV rate and meter questions: LADWP at 1-866-484-0433
  • Jobs with a panel upgrade or a separate TOU meter also need an ESR inspection

We handle these forms and calls as part of the job.

LADWP's EV charger steps

LADWP's published process for a home Level 2 charger:

  1. Ask an electrician (or your dealer; some automakers offer a free assessment) whether your service can handle a Level 2 charger
  2. Call LADWP to compare rate and meter options
  3. We check the wiring past the meter. LADWP's ESR assesses the service up to the meter, including whether a transformer or service lines need work
  4. Submit LADWP's Residential EV Charger Request Form so an ESR can schedule a visit
  5. We pull the LADBS permit at PermitLA, install the charger and call for inspection
  6. LADBS inspects, sends approval to LADWP, and LADWP installs any new meter

EV chargers in LA

  • LADWP recommends contacting an ESR two weeks before installing a home charger
  • A separate time-of-use meter takes about 5–10 business days after LADBS approval without panel work
  • Installed by Tesla Energy Certified and EVITP certified electricians
  • Some publicly funded EV charging incentives require an EVITP-certified electrician on the crew (CA PUC 740.20). Applying through a program like South Coast AQMD's Replace Your Ride? We'll provide the installer and certification documents.

LADWP or SCE?

The City of LA, including the Valley, is on LADWP. Many neighboring cities are on SCE, and Pasadena, Burbank and Glendale run their own utilities. We confirm from your bill before quoting.

Older LA homes

LA's pre-war and mid-century homes often have:

  • Two-prong (ungrounded) outlets and aging cloth-insulated wiring
  • Missing GFCI protection in kitchens, baths and outdoors
  • Full or outdated panels that can't take an EV charger, heat pump or induction range

We upgrade in phases if you prefer, starting with a load calculation so you only replace what's needed.
