Zinsco & Federal Pacific Panels: Are They Safe? (Los Angeles)

If your Los Angeles home was built or remodeled between the 1950s and 1980s, there’s a real chance your electrical panel is a Zinsco or Federal Pacific Electric (FPE) unit. Both brands are widely considered unsafe by electricians today — and if you have one, it’s worth getting it inspected.

What Are Zinsco and Federal Pacific Panels?

Zinsco and Federal Pacific (often labeled "Stab-Lok") were two of the most common electrical panel brands installed in American homes for decades. Millions were put in before the problems with their designs became well known. Many are still in service across Southern California today.

Why These Panels Are a Concern

The core issue is the circuit breakers. A breaker’s entire job is to trip and cut power when a circuit is overloaded or shorts out — that’s what prevents overheating and fires. Independent testing and decades of field reports have found that:

  • Zinsco breakers can melt to the bus bar, so the breaker may fail to trip even during a dangerous overload.
  • Federal Pacific Stab-Lok breakers have shown high failure-to-trip rates in testing.
  • Both designs can allow heat to build up inside the panel without anyone noticing.

Because of this, most insurers and home inspectors flag these panels, and many electricians recommend replacing them rather than repairing them.

Warning Signs of a Failing Panel

  • A burning smell, scorch marks, or discoloration around the panel
  • Breakers that feel warm or won’t reset
  • Flickering or dimming lights when appliances turn on
  • Buzzing or crackling sounds from the panel
