Do You Qualify for the SCE Panel Upgrade Rebate?

The headline number on Southern California Edison's Charge Ready Home program is up to $4,200 toward an electrical panel upgrade — but that word "up to" is doing a lot of work. Two different qualification paths pay two different amounts, and plenty of LA homeowners assume they're getting the maximum when they aren't. Here's how eligibility actually breaks down.

The Two Ways to Qualify

SCE structures the rebate around who you are and where you live, not around which charger you buy.

Income-qualified: up to $4,200

This is the top tier. Per SCE, it applies to households earning less than 80% of the area median income, or households enrolled in a qualifying public assistance program. If you already receive assistance through a program SCE recognizes, that enrollment is often the simplest way to document eligibility.

Disadvantaged community: up to $2,100

This tier is geographic rather than income-based. If your service address falls inside a community designated as disadvantaged on the state map SCE uses, you may qualify for up to $2,100 regardless of household income. Parts of Northeast LA, the East San Fernando Valley, and pockets of Pasadena and Altadena fall inside these boundaries — but eligibility is determined address by address, not by neighborhood reputation.

What the Rebate Actually Pays For

This surprises people, so it's worth stating plainly:

  • Covered: the electrical panel upgrade needed to support Level 2 EV charging. This generally applies where the existing service is under 200 amps.
  • Not covered: the EV charger itself. The rebate is aimed at the panel, not the equipment on the wall.
  • Not automatic: a panel upgrade alone doesn't trigger the rebate. The program is specifically tied to enabling home EV charging.

The Order of Operations Matters

This is where rebates get lost. The sequence is not flexible:

  1. Create an account with the program and submit your household information
  2. Receive a prequalification ID confirming your eligibility tier
  3. Select your electrical contractor through SCE's contractor tool
  4. Your contractor completes the program's online submission and uploads supporting documents
  5. Work is performed, permitted, and inspected
  6. The rebate is issued electronically to the contractor or mailed to you, depending on how it's structured

Notice that prequalification comes before contractor selection and before work begins. Tearing out your old panel first and applying afterward is the most common way homeowners disqualify themselves. If a contractor offers to start Monday and "sort the rebate out later," slow down.

Documents Worth Gathering Early

Having these ready shortens the process considerably:

  • A recent SCE bill showing the service address and account number
  • Proof of income or documentation of enrollment in a qualifying assistance program, if applying on the income-qualified path
  • Proof of residence at the address
  • Your contractor's license information and the project proposal
