Why Pasadena's Rebate Differs From SCE's

Drive five minutes past the city line and the utility flips. Pasadena is served by Pasadena Water & Power, a municipal utility. Neighboring Altadena, South Pasadena, San Marino, Monterey Park, El Monte, and Baldwin Park are generally on Southern California Edison.

That split is about money, not just logos:

  • PWP's Electric Panel Upgrade Rebate is a residential incentive for a 200-amp-or-higher panel, two dedicated 240V circuits, and proof of a newly installed Level 2 EV charger or electric water heater.
  • SCE Charge Ready Home, in Edison territory, uses different tiers — often framed as "up to" larger amounts for income-qualified or disadvantaged-community addresses — and usually requires prequalification before work starts. What You Can Get in 2026

As published by PWP at the time of writing:

  • Base panel upgrade rebate — up to $1,000. For an active PWP residential customer upgrading to a new panel rated 200 amps or higher that meets the circuit and equipment rules below.
  • Income-qualified bonus — up to $500 more. Same project, and enrolled in PWP's income-qualified bill assistance program at the time you submit the application.

PWP also states that amounts follow the incentives posted on their site on the date of product purchase; that funds are limited and first-come, first-served; that the rebate cannot exceed eligible project costs (subtract other incentives first); that new construction does not qualify and there is one rebate per PWP residential service address; and that PWP may verify installation and can change or end the program without prior notice.

Hard Eligibility Rules Most Homeowners Miss

1. The new panel must be 200 amps or greater

2. Both dedicated circuits must be part of the upgrade

PWP requires a dedicated Level 2 EV charger circuit and a dedicated electric water heater circuit (240V, 30-amp double-pole). Both standard and smart panels are eligible. The water-heater circuit serves only the water heater — no shared loads.

So even if you install only an EV charger this year, the panel still needs the water-heater breaker and circuit landed and itemized. The reverse applies if you start with the water heater.

3. Prove a newly installed charger or water heater

Plans for "someday" do not count. The property must show a newly installed Level 2 EV charger or electric water heater. PWP's terms add that if both are already present, you must show one additional newly installed all-electric measure — their examples include an air-source heat pump, a heat-pump or electric dryer, and an electric or induction range.

4. Charger hardware must meet PWP specs

Level 2 (240V) chargers must use an SAE J1772 or Tesla connector, be NRTL-certified, and be wall-mounted at the service address. Portable units that switch between Level 1 and Level 2 are excluded.

5. Active PWP account, C-10 electrician, final permit

  • An active PWP residential electric account (tenants need written owner authorization per PWP's terms)
  • Work performed by a licensed C-10 electrical contractor
  • A City of Pasadena electrical permit that is final and signed

Historic-district Craftsman and Spanish blocks still qualify electrically, though exterior meter and conduit placement may need extra design review. Build that into permitting rather than discovering it the day after the panel ships.

Step by Step: Hire, Permit, Install, Apply, Get Paid

Step 1 — Hire a licensed C-10 electrician

  4. Replace the panel, then land and label the dedicated Level 2 EV and electric water-heater circuits.
  5. Install the Level 2 charger and/or electric water heater required for your rebate path.

The physical work is often a single day. Permit and utility scheduling more often make the full project one to three weeks.

Step 3 — Apply with the full package

Step 4 — Get paid

Allow roughly six weeks for review and payment. The rebate goes to the PWP customer of record; reassigning it to the electrician requires PWP's signed form and case-by-case approval. If six weeks pass with no check, PWP directs customers to the rebate contact listed on their page.

Document Checklist and the 180-Day Window

Applications must arrive within 180 days of final electrical permit approval. Miss it and the rebate is gone. Per PWP, upload:

  • The final, signed electrical permit
  • A final paid invoice ($0 balance or marked paid) showing the itemized panel upgrade cost, the electrician's license number, and both dedicated circuits itemized
  • Proof of purchase for the newly installed Level 2 charger or electric water heater
  • Photos of the upgraded panel showing both dedicated circuits
  • Photos of the installed charger or water heater
